What motivates people to do their best, to be their best selves? Given that every individual is different, that there is no one-size-fits-all answer, how does one design policy (whether it be economic or social policy at the national level, HR policy in a corporate organisation, classroom policy in a school, or parenting policy in a family ... ) to promote positive, desired behaviours?

And desired by whom, anyway? What if a student simply does *not* desire to do well? What if a man (or woman) simply does *not* desire to be a responsible parent or partner? What then?
